Jewish Communists insist that Army leaders are bent on rough treatment and contrast the civil administrators ' ihilder views. Actuallv the Army is not as extremist and administrators not as meek as these observers believe. Both dislike, tlie steps being takou but believe they are umivoidable anu for the best if the (lovernment is to mahitahi authority.
