Received' Sunday, 7 p.m. WASHINGTON, Feb. 1. The Senate oil investigating comfiiittee's final report said the United States could not fight another major war if it had to rely on its own cfude oil. It urged that bold steps be taken to develop synthetic fuel for which source materials such as natural gas, shale coal and lignites were ample for many centitries.
