BRITISH COMMONWEALTII SETUP RECOMMENDED Received Thursday, 7.25 p.m. NEW YORK, Jan. 22. The Prime Ministers of Australia, New Zealand, Canada and two represenlatives of Tndia at a secret parley at Cliequers declared that they were prepared to withdra\V from the Enipire and set up an independent existence through a revolution if neeessarv. Dr. Nicholas Murray Butler, President, Emeritus of Columbia Universitv, said Nlr. Lloyd George, pledging hira to seerec-y, had disclosed this threat to him in 1921. Dr. Butler was recommending that Britain and the United States set up for their joint occupation zones in Gennany a federal government similar
to the British Commonwealth of Nations. He declared that the Dominions seeured this forin of partnership only after they threatened to withdraw from the Empire. Dr. Butler said l\fr. Lloyd George told him that the Dominions and India desired to be in a position to maintain their devoted loyaltv to the Crown and to aeeept the principles of democracy as worked out by Britain since Magna Carta, but they were not. willing to accept control of the British Parliament and Foreign Office. Dr. Butler, in recommending today that the British Commonwealth type of government as established by tlie Statute of Westminister in 1931 be ereated in the British and United States zones in Germany, declared that this should be done.without delay lest ot.her forees prevent the establishment ' oi' a federal system.
