N.Z. DELEGATION ANNOUNCED WELLINGTON, Jan. 16.

' ' The proposal is to establish U Kegional Oommission in the area," Said Mr. Fraser. i:It was first mooted in Ihe A us t ral ian-N ew Zealand Agreemeiit of .lanuary 1944 and the conference is being called jointly by the Governments of Australia and New Zealand. It will be attended also by representatives of the United Kingdom, the United States of America, France and the Netherlands all of whom have responsibilities* ior the administration of territories in the South Pacific. The function of the Oommission will be to advise member governments regarding the social and economic development of the territories in the area.
