CANADA PRESERVES PLACE IN EMPIRE

"Canada seeks to preserve her as sociation with the Britislr Common wealtli as an instruiuent througli which we with otliers sharing our objective can cooperate l'or our common good in ppeace and in war," said the Minister of External Affairs (Mr. iSaint Laurent). "On the other liand we. should continue to resist eft'orts to reduce to formal terms or to specify the commitments of this association which has demonstrated its vitality through thc .coinmon understanding on which it is based. -We should likewise oppose developnients in our commonwealth relations which miglit be inconsistent with our desire to participate fully in the task of building an effective international organisation on a wider scale." Mr. Saint Laurent added that Cana dians had taken the linal decision to rehiain outside the United States, and there was no longer a body of opiuion that looked towards annexation. Tht people of the United States had coinn to a parallel eonelusion that thev would not extend their boundaries beyond the present limits.
