CANBERRA, Jan H. For the hrst time the introductioil of a seeret ballot before direct industrial aetion' is taken by a union has been eonsidered seriously by the Commonwealth Government. Provision i'or a secret ballot is contaihed in the dfiaft Afbitfation Bill submitted to the Government by the Australnsittn Council of Trade Unions discussed by Ministers with. the Labour Party's industrial committee. Previously ]\linisters have seorned secret ballots as impraetieable, pointing to their failnrc in QneeUsland. A baitle in the caucus is expected as the proposal will not be approved by the left wingers. Other seetioiis of the draft Bill are eonsidered by many to be beyond the GommonwealtlCs present constitutional powers.
