The State Department announeed •that the United States has asked Russia and Ghina- to arrange withont. fuoither delay ari- end of Soviet military control of Daircn and to open Dairen to worM traffic under Ghinese administration. In a note d'elivered in, Nanking and Mdscow on January 3, the United' States urged an early _implementation *of the RussianGhinese agreement of August 14, 19W, which contemplates the reopenihg of the port. The' note eXpressed the hope that "nonnal conditions may soon be re-estab-lished, which Will permit Amerfcan citizens to visit and reside in Dairen in pursuit of their legitimate activities." The note also hoped that agreement could be reached soon for the reisumption of traffic on the Chinese-Changchun railway. It added: "It is believed that prompt implementation of the agreements reg'ardmg- Dairen and the railway would constitute a major contrlbubion to the re-establishment of aormal conditions- in the Far East and the removal of generally beneficial eommercial. activity."
