Mr. Gromyko, in a letter to the Secrctary General, Mr. Lie, asked that the Council appoiut a eommission to work out a detailed plan within two months if possible or three months at the/longest. Russia 's action is the first move by- a United Nation 's member to secure speedy iniplementation oi the General Assembly's disarma-
ment resolution oi December 14. The New York Times' correspondent says Mr Gromyko 's letter did not mention atomic. energy which is the key word now m United Nations' discussions, but several times emphasised that the resolution to be placed before the Security Couneil was based on the General Ass'embly's disarmament resolution which delegated atomic affairs to an Atomic Energy Commission. Interest today was focussed on. whether the new Soviet move was an attempt to by-pass the Commission's work or parallel it or to tie up both asitects of disarmament in oue packnge. The first reaetion of the American delegation was that it certainly hoped Russia did not intend to eombine atomic eommission work with general disarmament. The British delegates were diplomaticully nonchalunt and said it was merely a matter of time beforc one delegation or another would seek to implement the Assembly's resolution. British military experts have been working on the problem 1'or a considerable time.
