Strongly worded instructiotis lia-e been given to the Amorican occupation commanders that thev will liencefort.li eliminate, from their imdgets lavish expenditure of Japanese (xovernmeut t'unds for unnecessary hixuries which make the lives of many otlicers in Japan cousiderablv more comfortable than could ever be expeuled at home. Orilers issued by the 8th Army Commander, Lieutenant-Deneral Robert Eichelberger, provide that future demands on the .Japanese for funds for maintaining the occupation are to be restricted to fundamental requircmeiits for soldiers and their depcndents and civilian personnel. The demands still inelude housing, heating, furnishing^ and even such facilities as resor: liotels and sports arenas but other items General Eichelberger described as " profligate ' These, particularlv o»>servable in Tokio, have included suc.li strictlv unmilitary items as sympliony and ' ' li'ot ' ' orchestraff, flowers for ofhcers ' billets, brilliantly lighted sigus over clubs and theatres for oilieers and other ranks. The American forces also have begun to return to the Japanese, ownership of facilities sei/.ed in the early part of tlie occupation. _
