The Political and Security Committee adopted the'' Belgian recommenda tion that all member nations immediate ly recall ambassadors and ministers from Spain. The reconimendation add ed that if a deniocratic Spanish Government liad not been established within a reasonable time, the Security Council will eontinue to consider measures to remedv the situation. The committee rejected a sub-commit-tee's resolution for a complete break in liplomatic relations with Spain. The Associated Press points out that under the Belgian recommendatioii. member nations could retain embassies in Aladrid under diarges d 'affaires. « The committee also rejected 011 a tie vote, an American resolution calling on Fi'anco to resign in favour of a provisional deniocratic gSvernment. All three proposals may be reconsidered bv the General Assemblv where passage will require a two-thirds 111ajority.
