DEMOCRATIC SPAIN CALLED FOR
Received Tuesdav, 7.0 p.m. NEW YORK, Dec. 10. The Political and Security Committee adopted the'' Belgian recommenda tion that all member nations immediate ly recall ambassadors and ministers from Spain. The reconimendation add ed that if a deniocratic Spanish Government liad not been established within a reasonable time, the Security Council will eontinue to consider measures to remedv the situation. The committee rejected a sub-commit-tee's resolution for a complete break in liplomatic relations with Spain. The Associated Press points out that under the Belgian recommendatioii. member nations could retain embassies in Aladrid under diarges d 'affaires. « The committee also rejected 011 a tie vote, an American resolution calling on Fi'anco to resign in favour of a provisional deniocratic gSvernment. All three proposals may be reconsidered bv the General Assemblv where passage will require a two-thirds 111ajority.
