DISARMAMENT QUESTION
NEW YORK, Dec. 9. Pnited Nations political sub-commit tee wrote into the proposed arms reduc tion progrannne, a reconimendation that member Governments begin a balanced withdrawal of forces outside liomc borders and institute the general de mobilisation of all troops. Air. Yyshinsky said he olijected to any " broad link" betweon the dis armament and the Peeuritv Council V responsibilities for establish ing a Pnited Nations police force. Sir Hartley Hhawcross declared that 110 nation could reduce the size of its armies until it kneAV Iioav nniny troops it Avas supposed to supply to the international force and how much security it could expect from sucli a force. "There will never be in our Jifetinie ti general disarmament. There must be some sort of international police forc at least," he said. The resolution which the sub-commit-tee embodies in its arms reduction programme included a recommendatioii that the Pecurity Council accelerate the establishment of the international force. The voting was 1(5 to 2, Aus tralia and Brazil dissenting.
