Mr. Byrnes' reluctant -agreement ! his long figlvt to slasli- Bulgariani reparations and increase Italian; reparations payments. The fiiial decision on the i-eparations is&ue; was reached in the Big Four I Foreign Ministers Council to- ; gether with the cleaii-up t agree- ; ments involving several conces- ■ sions by Mr. Molotov on outstanding issues in the Axis sateliite peace treaties. The final deeision on reparations means that italy will have to pay: a total of 360,000,009 dollars which is 35,000,000 more than recommended by the Paris Peace Conference. Bulgaria will have to pay a total of 70,000, 000 dollars or 55,000,000 dollars lcss than the Paris Fonferenee recommended. Italy 's total is divided as i'ollows: 100,000,000 dollars to Russia, 425,000,000 to Yugoslavia, 105,000,000 to'Hreece and 25,000,000 to Abyssinia. Bulgaria pays 25,000,000 to Yugoslavia and 45,000,000 to Greece. Thus Yugoslavia and Greece each will collect a total of 150,000,000 dollars. The United Press says the agreements included a dral't statute for the T-rieste international ^zone and payment of "fair" prices for oil produced in Rnmania from American ' and British-owned wells and turncd over to Russia as reparations as well as compensation for Allied property destroyed in the Axis sateliite countries during the wai*. On the Danube question Mr. Molotov agreed to have the free navigation clause included in the treaties. Mr. Byrnes and Mr. Bevin gave up their demand that an international regime to control navigation be established. The Big Four instead will call a special Danube conference. About the only real outstanding questions now are those concerning Yugoslavia 's desire for special I'acilities for TriesB and long-range financing of the Trieste international zone.
