ALL EVIDENCE POINTS TO FAILURE

' LOXDOX Dee. 6. The morning papers are unanlmous that all the evidence points to the failure of the lalks between the Indiau leaders, Mr. Attlee and the membors the Cabinet Mission to India. There will be no round-table conferenee as planned, says the Daily Herald, uuless there is a last-minute ehange in the attitude of the Indian leaders. The fact that IjOI'J Wavell, Mr. Jinnah and his colleagues are remaining in London is probably the most hopeful feature ot the situation which has caused the British Government eonsiderable anxiety. The Times' Parliamentary eorrespondent says: "Although the talks revealed that there are marked difl'crences -between the Gougress Party and the Moslem League about the interpretation of the Cabinet Mission's plan for the 'grouping' of the provinees the refal differences are most fundamental. They arise from niutual dis trust and the traditional Moslem fear of majority rule by the Hindus." The Daily Mail's poHtical eorrespondent declares: "It seemed at the eonclusion of the discussions last night that a brea'kdown was inevitable, but there is still tiane for eoneiliation beeause the Moslems, even if they deeline to participate iu the opening session. may be influeneed to do so wlien tlie real lask of eonstitulion making begin.s in 1947." "The Commons are expected to debate the situation next week wken it ( is expected," savs the Daily Ex press, "that the Conservatives will point out that they agreed with Indtau home rule on the basis of general agreement between the Indian people. They inav ask Ihat the whole question be reopened." The Indian Con-stituent Assembly is to meot in Delhi on December 9 for i'ornial business only and will then ad jotirn until the spring, This, ac-cording to the Daily Worker's political corres[londent, was the compromise reached at yesterdav's London ta'l'ks, and is ap parently -desigTi-ed to give the parties further time to reach an agreement. The eorrespondent adds that Mr. Jinnah and Ali Khtm are remaining in London for some days, but Mr. X'ehru and Mr. Singh ar-e flyiTi'g back to Delhi early tomdrrow.
