It recom mended an international press eonfer ence for 1947, tlie unrestricted internat ional circulation "of newspapers, improved faciJities for journalists, broad casters and lilin ju'odueers, exclianges of journalists, the establishment in *mem ber countries of institutes of scientilic infonnation with Unesco as the clearinghouse. The sub-commission adopted the American, Chester Bowles' reeomnien dation that Unesco cooperate with the hunian rights commission preparing a rcport on obstades to the froe tlow ot lnfornialion and ideas. Alr Bowles said: "The report is courageous and likely to step on iniportunt toes in niany coun tries including our own. "
