Tlie recent Bumaniuii eJections were charai-terised by " nianipuJations and jntiniidation tlirough terrorism", the State Department charged in a formal statement released to the press today by the. Fnder-Secretarv, Alr. Acheson. The statement said the Stat.e Depart ment had now received extensive roports from which it was abundantlv clear the registers were nvanipulated and proceduves followed in counting which efl'ectively denied the franc-hi.se to important seetions of the population, eonsequently the Fnited Btates Govern ment cannot rcgard the elections as in compliance with assurances given to Britain, United Btates and Russia of i'ree unfettered elections based on tlre universal and secret ballot.
