Received Friday, 11 a.m. • NEW YORK, Nov. 21. The coal strike begah at mid'night as thousands of soft coaR miilers left the pits. Thousands of others did not appear for the new Shifts. Firgt reports jndicate that the waikout is virtually 100 per cent. effective. With the miners ref using to report for the main shift at 6 a.m., the sftutdown appears pomplete. In additign th^usahds of hatd coai ruiners in PennsylvaPia did not report for work in sympathy with the soft coai strikers. Earlier President Truman had instructed . the Justice Departmept to prese for a contempt citation against Mr. John L. Lewis if he disobeyed the Federal Court order restraining him from terminating the United Mineworkers' Association's pontract with the Government. The pontempt judgment carried a penalty of gaol or fine or both. Mr. Lewis, as the midnight deadtine approached, made no attempt to prevept a waikout of 400,000 soft coalminers, 153,000 of whom had glready left the pits. The dispute at that stage had pot affepted the hard coalminers but their union leaders in Pennsylvania threatened a sympathy waikout if the Government attempted co diseriminate against Mr. Lewis.
