HOPE FOR IMPROVEMENT

SITUATION IN INDIA Received Tuesdav, 7 p.m. LONDON, Nov. 19. The Times ' Delhi eorrespondent says that after thc dreadful luippenings of recent weeks iu Bengal, Bombay, Bihar, and United Provinces, reaetion seeins ''to have set in throughout the eountry and there is a strong revulsion of public opinion against eommunal excesses which, it is felt, have besmirched India's uame before the world. This is not to say tliat religious fanaticism or political obduracy has been eliminated or even controiled but merely that their outbursts are temporarily checked partly by fear of reprisals, partly by the inliuence of the uational leaders who have condemned such outbursts unreservedly, and partly by the new restraints imposed on the newspapers. lt is diilicult to gauge how events will inove in the near future and whether a caliuer mood will prevail between now and December 9 wlien the Goustitutent Assembly is seheduled to meet. There is no indication yet that the Moslem League intends to take aetion in rescinding its decision to^ boycott the Constituent Assembly although it is believed Mr. Jinnah gave the Viceroy a speeific assuranee on this issue before the iive members of the Moslem League entered Gabinet. Impartial obserxers ferventlv hope the eommunal atmosphere will improve from now on, euabl.ing the Moslem League to redeem its pledge to cooperate in the long term plan.
