R. AIcKay (New Zealaiuh gave a brief account of the condition and nature of the Samoans. He e.x plained that tlie population, which was over 90 per cent. Bamoan, lived a simple non-industrialised life according to a just social system tliey themselves had developed and which tlie New Zealaud Government eonsidered it unwise to change. Ile stated that every ell'ort
was being made, however, to develop the people towards self-go vernineiit and that 27 Bainoans were now training in New Zealaud to replaeo New Zealaud ers in the administration of the terri tory. Mr. AIcKav described the terri tory as a place " where every nian lives in the real hope of beconiiug a king. ' ' Sir Maharaj Siugh (Lndia) urged' that with the object of emphasising the independence goal, it sliould be made elear in every trusteesliip pact tliat "the people are ultimate sovereigns of a territory even though foi a limited period that territory may be brought wilhin tlie trusteeshii) system. ' '
