WELLINGTON, Nov. 15. A ban on trade of anv kiud with Franco Spain is to be recommended to trade unions by the Xational Council of the Xew Zealand Federation of Labour. This decision was reachod at a meeting of the Council which coneluded at tlie weekend in Wellington. It is a reversal of tlie poiiey proposed formerly wlien national leaders rendered a majority. vote against a unilateral bovcott. Further, the Council has deeided to ask the Government to institute diplomatic relations with the Wpanish Republican Government in exile. These decisious represented success within tlie Federation for the antiFraneo poiiey sponsored originally by the Auckland Drivers Union and Auckland Trades Council.
