I'ussia deinanded at the Foreign Ministers t'ouneil, 14 clianges in the plan for adiuinisteriug Trieste, which was npproved at the Paris peace conference. The exaet nature of the amendments proposed by Mr. Molotov are not dis•■losed pending a studv by otlier merabers of the council, but it is understood they include a further attempt to strip ihe (Jovernor of Trieste of the broad powers proposed for hini which Kussia considers dictatorial. The United Press says otlier ainendnieuts •follow the general line of those which Russia Wainlv sought to have approved "at the-" Paris eouferenee, ineluding a time limit for tlie presem-e of British and Americ.an troops in the Trieste area after the Italian peaee treaty is signed, and projiosals for administering.
