Received Thursdav, 7 p.in. LONDON, Nov. 14. A race for tlie seUleineiit of the Trieste probleiu looks like developing belueen tlie Big Four Foreign Ministers on tlie oue hand and tlie Italians und Yugoslavs. negotiating directiy, on tlie otlier, says tlie Daily Telegraph 's New York correspoiident. it is widoly felt that Tito took the iuitiative from tlie Foreign Ministers last week when he oll'ered tli rough Signor Togliatti, Italian ('omiuuni.si leader, to do u deal on Trieste. The extent to which he ean retain the iuitiative depends on how far he is prepared to go in ineeting Italian uishes and also on the support he gets fruiu .Mr. Molotov. Britain, Uuitefl States and Frauee, in view of tlie slow prngress being made by the Foreign Ministers on Trieste, would weicome direet ltalian-Yugoslav negotiations if eonvineed that the talks would be on a fair iiasis, but they do not wisli to see Italy eoereed. Tlie correspoiident adds that it would enorniously enhance Tito's prestige if his unotticial chat with Togliatti leads to a solution where the Forcign Ministers failed.
