TIME CONSUMING RUSSIANS.
Received Thursdav, 7.20 p.m. NLW YUliK, Nov. 6. Mrs. Eleauor Roosevelt, in a stutement after a meeting of United Nations Assembly's sociul, humanitarinn and cultural committee, criticised the Kussinn's "time consuming tactics". She said the lirst speech in ihe committee 's general debate on an iuternational refugee organisation, which was delivered by Mr. Vyshinsky, was more than an hour long and with the two following translations, consumed the entire session. Alueh of the speech did not bear on the formation of ti refugee organisation but on Unrra adrninistration and militarv aetivities. 11; was ••lear that a situation which was becoming .familiar to everybody, existed again. The Soviet representat ives had helped to draft the report which the committee was eonsidering and many concessions were made to them in order to obtain their coojieration but tliey Were evidenlly ignoring all former discussions and beginning again. That did not indicate a spirit of cnmpromise.
Mr. Vvshinky's speech to which Mrs. Roosevelt referred, followed largely on the lines of the, one he made during the first part of the. He said proposals to settle Europoan refugees in eountries such as Ganada, Australia and South Africa wonbl doom them to a wandering existence and dopendant position living in an alien condifion. G-ertain eountries wanted those refugees l'or use as labour.
