They are at present selected for geographical and personal reasons but in practico; geography usually prevails. Some com- 1 mittees, nofably the Political and Soc.ur- ! lty Committee, ' are becoming notably enmeshed , in irrelevancies and show j little early prospect of doiug any real j work. Some delegates blame the j baffling obstrnctioiiism Ixy the RussianSi and their followers but it is realised j good chairinanship couid prevent mucli 1 o f it. There have been proposals by the Latin-American delegations, hui by Argentina, to move a no confulenco motion in the chairman of the Political and Security Committee, ALr. Alaauilsky (L'krainej because of his interpretation of the voting rules. They held a meeting at which it was decided to seek support for such a motion but the less excitable delegations persuaded them to abandon or at least postpone it, but if Mr. Manuilsky's tactics do not change there i.s certain to be an gxplosion. Hui ings he gave during Tuesday's debate 011 the admission of new members, led to a situation which Sir Alexander Cadogan later described as "wholly de plorable '
