LONHON, Nov. 5. It is understood that Mr. Attlee told a private meeting of the Parliamentary Labour Party aud a special meeting of the Trudcs Union Congress that the Government inteuds to establish conscriptiou ou a permaneut basis of 18 months' service for all young men and live years on the reserve. In reporting this, the Press Association adds that the calling-up age for those conscripted will be 18, but those who want to eomplete industrial apprenticcship3 or a univcrsity course may be allowed to do military service at any time they choose between the ages of 18 and 23. . All classes of the cominunity at some Stage niust do military training; there will be no exeinptions. .. The main theme of Mr. Attlee 's address was conscription. The Prime Minister emphasised that no further big additions to industrial nmnpower could be expected, and that greater output from the workers would be required for higher standards of lifo and better soeial services. The Press Association sayS the necessary Bill for conscription will be introduced early next session. The Conservatives will probably support the Government, but some Labour baek-benchers uiay oppose the Bill.
