WELLINGTON, Nov. 5. Regarded as unique in the history of arbitration proceedings, the Arbitt'ation Court has issued an awAtd which applies to two employees only. Thev are the master and mate .of the ferty Cobar which is operat'ed by the Eastbourne Borough Couneil, and they have all the clauses of the award to themselves. The boat plies across WeUingt'Cn Harbour.
