The Philippines 1ms submitted to United Nations Assembly a proposal for a eonference of lion-self-governing peoples as a means of permitting them to expiess thmselves on the econoniie, soeial and politieal eonditions of their eountries. ^The projiosal provides for delegates eleeted in a basis ensuring jioiuilar representation and that a eonferenre be held in time to permit United Nations Fconomie and Soeial Couneil to report on it to the 19-17 Assembly.
