SEVERE RATIONING PROBABLE Received Monday, 11.55 a.m. LONDON, Nov. 3. Berlin's electricity supply is critical and may shortly be rationed to one hour daily, says the Daily Telegraph's Berlin correspondent. Trams and electric trains may be compelled to stop in a few days. The crisis began when the Russians removed all or part of the modern generating plant from western Berlin as reparations. At the same time the British authorities are 135,000 tons short of their undertaking to supply Ruhr coal to Berlin. The police authorities are greatly perturbed at the probability of an increase in crime if the streets are plunged into darkness.
