CHRISTCHURCH, Nov. 1. The appointmeiit of i\lr. 1\ P. Alar slitill as Commissioner of Supplv ui succession to Alr. F. R. Picot had expressed a desire to be re lieved of the position of Coinmissionei of Supply to enable him to return' t private business, and that Alr. Alarslmk would be acting Comiiiissioner. He will be succeedod as Secretary of the Department by Alr G. AV. Clinkard whom the Public Ser vice Conimissioiier has now appointed to that poeition. Alr. Clinkard is at pi'csent the Departnient 's represen-t.a tive in the High Commissioner 's Office, London, and was formerlv New Zealand Trade and Tourist Commissioner at Brussels. It is expected that he wil, assume liis duties earlv next vear. " -After paving tribute to the work oi Alr. Picot, the Alinister spoke of the manv difficulties still associated with oversoas supplies for Now Zealand in dustries as well as consumer gootls. Iie said it was niost desirable to have someone directly responsible for the mainte 11 ance of supplies and dealing with associated problems. In addit.ion l; handling the problems of supplies "Alr Alarshall would be responsible for a number of other malters requiriug special attention in the postwar period sueh as international commercial policy, Ihe general direction of the work of tlie ovorseas trade offices and tlie general promotion and developinent of Xew Zealand industries.
