They would tend to become segrated from the maia stream of the country 's industrial life. The programme Sir Stafford Oripps; announced was for the building of .209 factories in South Wales, two-thirds of which would be State-fmanced, to cope with the local problem of 125,000 unemployed. ITe added that if not held up by the shortage of materials, the factories would be substantiallv eompleted by the eud of 1947.
