Beferring to the X'at ional Partv's policy of joint ownership of homes, Alr. Holland said tliat his party believed thai anything which strengthens family iTt'e and liorne life adds to the strength and quality of the nation. " Last Tues ditv I listened to -Mr. X'ash broadeast a speech and wlien referring to my policy aildress covering joint ownership, he stated: 'If he is interested I eottld sliow -Mr. Holland legislation we introduced in J948 which provided for the joint ownership tliat Mr. Holland found out last niglil'," said -Hr. Holland. "To day 1 received froin Mr. Xash a letter qnoting tSeetion 14 of the Finance Aci Xo. l!)4:i, iii reply to my personal question to him a'fler the broadeast, Perusal of this Act, and also of llansafd covering the debate on tlie Bill, reveals tliat there is not the slightest referenee to joint ownership. There is no refer ence to single ownership, joint owner ship or any olher kind oi ownership The section tpioted by Mr. X* asli refers to liothing else but the tenancy oi States liouses. " Mr. lloliand emphasised tliat the Xat ional Partv's scheme refers botli to existing and future homes, whethe. built privately or by the -State, and re fers to deiinite ownership. The proposai provides l'or the family honie to be re gistered in the joint names of husbaml aiul wife and ensures tliat in the event of the death of either husbaml or wife, the liorne will pass to the surviving partner without the payment of gift, death or succession duties. A new point discussed by Mr. Holland was in conuection with the Police Porce. He stated that in the Nationai Partv's policy eovering the Civil Ser vice generally, special referenee was given the Police Force, partieularly regardiitg the right of appeal, the adver tising of all vaeancies, and the coordin ation of tratiie supervision. With the Force at the present time, men below the rank of sergeant ni'av bc dismissed ~ without the right of appeal. The Natmnal Party proposes to give this right. Vaeancies occur and sometimes are till ed bei'ore men in line of promotion or in cliarge of a district, have any know ledge of such vaeancies. Tlie Nationai Party wll ensure that all vaeancies are advertised in the monthly journal. If also proposed that traflic supervision at present under the Transport Depart mcnl, be coordinaled with the Police Force and come under the jurisdietion of the ('ommissioner of Police. The scheme does not include trattic officers employed by local bodies, who will eon tinue as at present. Laboui was seeking a mandate so that, in their own words, nltimate soeialism will be introduced in New Zealand. The Nationai Party 's policy was based on the welfare of the people and welfare of New Zealand, with the restoration of freedom and private enterprise.
