GERMANYS FUTURE

Received Fridav, 7 p.m. LONDON, Oct. 18. Speculations on Germany's future presuppose the continuanee of peace, says the Times in a leader, but Furopean peace wonld rest 011 surer foundations if the victory wouUl agree to let Germany's course ot' action in the rernoter future be Germany's affair, and concentrate now 011 defining in the peace treatv fhe limits withiu whicli a future Gennany shall be free to act. The outline of such treatv, the Times points out, is not hard to sketcli and the essentials are simple. Germany must he demilitarised and stay demilitarised and the Allies must exchangc guarantees against her rearmament. The best hope of a peaeeful Germany, the Times continues, will be a prosperous Germany even though a prosperous Germany ivould })otentially be a danger. If Germany, with a larger population and small area, is to prosper she must eventually have not less industrv than before but more and if that industrv is to be applied securely to peace, the Allies must themselves stay united in banning German weapons, and the German people must pursue a new ideal. The Times adds that western Europe will oue day need a prosperous trading Germany. So will eastern Europe. A 11 th rough' history Germany has looked now eastward and now westward. Berhaps in the future she will look lioth ways but the clioiee in the long run must be hers.
