By Telegraph

Received Thursdav, 7 p.m. ,. ... TOKI.O, Oct. 17. Mr. MacMahon Ball (B'ritish representative) d'uring a meeting of tlie Allied Control Council for Japan, accused the American member, Mr. Atcheson, of invariabiy clefending tlie Japanese Governmeht agai'iist ariy criticism when delegates clalhed over American praise for the Japanese. Mr. Atcheson had dedaretl that Japanese ainis were iiqw virtnally those oi the Allies and praised the Japanese Government 's reeord at the electiotis last April. ^ Mr. YacMahon Ball replied that he did not like to identif'y himself with the American expressions of cordiality and coniidence in the Japanese Government. "I shall be g'lad to join vou in the praise when any merit exists, " he said. Mr. Atcheson aslced: ' ' Pqes, the. Brit ish member tliink no merit exists'?" Mr. jMacMahon Ball said whenever any Council member made. any. enticism, an Anjpricau nieniber liad been quick to defend the work of the Japanese Government. "I thall not identity myself with the attitude you liave expressed until I have more information on tlie actual state of affairs. ' ' The elash arose when LieutenancGeneral Derevyanko (Russiaj, requestea that the Japanese Government be instructed to see that irregularities whicn marked the general elections on, Apni 10, were not repeated at the forthcoming prefeetural polls. Mr. Atcheson replied that the generai election was a great suceess and freer from corruption tlian most western democrac.ies could boast. The New York Times' Tokio eorrespondent says Mr. Atcheson, whose otfieial views are believed to be parallei with tliose of General MaeArthur, has formed the habit of an aiitomatic resistance to any Soviet proposais rit tne Council meetings and it was expoctcu he would deny there had been any te-i'ec-ts in the April eleetions. Alr. Atcheson has indieated at past meetings that he eonsiders any eritieism of Japanese acti vit.ies, eritieism of the American occupation. He has implied that the. criticisins were diseouraging not only to Ihe Japanese but also to General MaeArthur. Soine observers t'eel this attitude has ereated a frustrated expression on the ftices of the memliers Efrom Russia, Ghina and the Britisft Commonwealth. The eorrespondent adas tlmt it is felt that todav's meetings was the elearest demonstration thus far thal no suggestion made by a .Council member, however justified, will nieet with Mr. Atcheson 's approval, if it . has received the cur.se of a Soviet blessing. It further appears that Mr. AIacAIalion Ball is , wearying of playirig.^ silent partner to Alr. Atcheson. His remarks indieated that the British .(Jommonwealtli will no longer be a non-commit-tal speetator of the Russo-American feud if that inust be done at the pru-e of supporting the Yoshida Government. British sources said after the meeting flint the Commonwealth felt that in view of past Japanese history and faeK of suffieient f'avourable evidence, it was too early to endorse the present Japanese Government,.. .
