Received Tuesdav, 7 p.m. LONDON, Oct. 14. The Times' Moscow correspondent says negotiations between British and Rus'sian officials have l'ed to substantial ourchases by the British Government of Roi'iet grown cotton at priees lielow New Yofk market quotations.
