Each participating country has its own problems and ideas but they are on eommon ground in desiring that Empire trade sliall be fostered by every praeticable means. If Empire preferences, which hitherto fostered Empire progress, are to be tnodified Britain, as United States' most influential eustomer, must throw all., her vieight into the scale to ensure that eoncomitant concessions are fair all round. Nothing must be accepted tending to impose a political as well as an economie strain on' our felations. IJnity of purpose was never rnore hecessary tlian now.
