NEGOTIATIONS COMMENCE

Received Friday, 12.15 p.m. TEHERAN, Sept. 26. Fighting between the tribesmen and Government forces has ceased. The four-man mission from the Prime Minister, M. Sultaneh, has arrived at Shiraz and opened negotiations with the rebel Qashqai tribesmen. A high Russian official — the head of the Middle East department of Moscow's Foreign Office — has arrived in Telieran.
