INDIA'S GOVERNMENT
CONGRESS RATIFIES FORMATION Received Tqesday, 10.30 a.m. NEW DELHI, Sept. 23. The president oi' Lhe Congress Party, Pandit Nehru, announced to a meeting of the Ail-India Congress committee that he was relinquishing the Congress presidentship. The committee, by an overwhelming majority, passed a resolution ratifying the working committee decision to form an Interim Government.
