Received Thursdav, 7 p.m. WAHHIXGTON, .Sept. IS. The Secretaries oi' War and Navy have jointly sent a letter to President Truinan declaring that there is no basis for Alr. Wallace 's statenient in his letter ilated July 23, to the President, on Amerieau policy toward.s Russia, that a school of Amerit'sui thinking was advocating a "preventive war" against Russia before Russia develops atounc borabs. The letter stated: " VVe know of no responsible officer in the Army and Navv vvho ever advocated or even suggested a policy of attackmg Russia. "
