MR. BALTON'S YIEWS OF PLAN Reeeived Tuesday, 10.40 a.m. LONDON, Sept. 16. Addressing newspapermen on the eve of his departure for the inaugural meetings of the Internationai Fund and Bank in Washir.gton, the Chancellor of the Exchequer, Mr. Hugh Dalton, said he hoped they would prove of great benefit to the world and that concrete steps would be taken for better co-operation between nations. Britain did not plan to borrow from the bank. Asked about the future sterling and dollar rate, Mr. Dalton said: "We are communicating to the fund existing parity. I see no reason for any change."
