The Russians alleged that it violated the Allied regulations against regimented sports, which' might be regarded as quasfmilitary training. The Russians have also nrotested against ' providing Berliners with welfare packages from America, claiming it violated the agreement that Berliners should be fed through the Four Power food pool.
