The Commomvealth Governnient Iias been informed that the perniission given by General MacArtluir for Japanese whalers to operate in the Antarctie, is only temporary. Alr. -Chiiiey said it was understood the decisipn wak uuade to assist Japan to meet essenti'al food needs. The operations would -.be • controlled 011 a quota svstem. Forinal understanding about the Japanese operations was still lieing discussed and linality was expected shortly. Australia had not been informed wliether she would be granteil a mother slnp and tleet of chasers as part of reparatiims. Tlie Coninionwealth had decided to enter the whaling industry but obstacles yet to be overcome were tne provision of equipment and an alloe.ation of a quota of wliales under tlie , inlernatioiial ugreement.
