All wars were due to clan or group differences which becarne worse when linked with ideologies. " The democraeies rnust convince Russia they did not want to impede her living in aceordance with her own ideology but neither did they w-ant another ideology iniposed where it had no welcome. 1 hey liad to ])ersuade Russia to play the garne in aceordance with dem ocrat ic prin cipl es. The democraeies knew a great deal about brotherhood hut had not learned the lesson completely and it would ill befit them to say they had.
