Basis of Budget

The eurrent year's Budget has been prepared on Ihe basis that the peaceuine costs of the anned forees will revert. to the ( 'onsolidatel Fuud and Ihat the Wai' Lxpenses Account wiil i>e provided with only sufticient fund.-s lo ineet the expenses of the J Force, the porl.ion of rehabilitation being cluirged to War Expenses Accouiit, the outsiandiug coiiimit lncnts arising from Ihe war and items which will be elimiuated entirely wheu the War Expeuses Accouiit is closed. A1I oi' these items will, it is auticipatod, be covered b v fnnds in the accouiit al ihe beginning of the year, National Savings receipts, moneys received from the sale of surplus assets, aiul miscidlaiieous receipts. The ouly new money being credited to War Expenses Account will be from the National Sa\ings Srhenie, estimated to produce Di.nnn.oou for the year. All taxation receijils, other tlian tliose for the Social Security Fuud, are being credited to the ( 'oe.solidat ed Fuud. In regard to stabilisation subsidies. whicli in the pust have been met mauily from ihe War Expeuses Accouiit, a new* \ole is being inciuded in the Consoiidateil Fuud to meot these costs, togetlier with other .subsidies previousiy cliarged to various votes in tlie Consoiidated Fund.
