NAPIER, August o. ''Aceording to- newspaper reports1 from other countries there has been anincrease in crimes of violence attributable to the unsettling effeets of war and war conditions. In- New Zealand a snrvey of our erime shows that there : has been really no perceptible increase at all in the number of crimes conimitted,"' said Mr. Justice Fair addressing the Grand Jury at the opening of the Supreme Court in Napier today.. "The only crimes that show the efleet of the war," contuiued his Honour, "are those eommitted by men who have corae back suffering from war strain,, and who have. eommitted crimes of impulse. There has been no evidenee of any kind of lac'k of selfrespect, or a lessening respect fdn~ the law, as a result of war service. It is only fair to the men who served overseas to say tliis. I must pay a tfibute to their steady and good behaviour. Their reputation since- they returned compares with their reputation overseas.
