CLANDESTINE MOVES OF RED ARMY OFFICERS

The Uuited States Army has aunounced tliat two of the three Russian ■soldiers arrested iu Berlin and released to the Russian authorities had "forced •Gerinan employees of the United ytates Army to liand over secret Amet ican docuuients. ' ' \Tlie annouucement added: " Lieutenants Sedtv aud Sluilkin were arrested in civilian clothes because they were engaged in clandestine activ.ities in the United States sector of Berlin and misrepresented their mission to the United States authorities. The announcement followed Russian charges that the arrested men were "treated like criminals." A third man arrested was the oilicers ' driver who was held as an accessory. The annouucement oconcluded: "The allegations that United States authorities tried to enlist the Russian lieutenants for service against the Red Army, are ineorrect. " refiect on the position of the Big Five or att'ect the conference's efiiciency. Sir Hector McXeil (Britain) said that he did not like tlie principle that they should elect the chairman in order to honour a particular Government. All the Foreign Ministers concerned were experienced chairman. ' ' 1 hope we shall get more into a frame of inind of being oue, and throw aside the suspicions about our respective prestige, and get on with the job. " Dr. Evatt (Australiaj said the idea of rotating the chairmanship was eomparatively new. "It is quite inaccurate that the Big Five should be tlie joint guides of the conference's deliber- ' ations. Tliis is not a proper approach." Mr. Molotov (Rusria) urged tliat the procedure of the San Francisco Conference of rotating the chairmanship should be followed. M. de Murville asked New Zealand, Holland and Brazil to withdraw the amendnient, saving: "If France desired prestige Ihe signs of synipathv already given to the French delegation would be sufiicient. ' '
