THE AMERICAN PLAN.
The ereation of an international atomie authority to handle all phases of the development and use of atomie energy was proposed by Mr. Bernard Baruch, on behalf of the United States, to the Fnited Nations Atomie Energy ( 'onunission. Alr Baruch, who is the Am'erican representat ive on tho commission, made it plain that the Fnited States felt there must be no veto power in the authority' controlling atomie energy. He said that when adcquate controls were established unde'r an international trcaty, ijicluding renunciation of the tttom boinb as a weapon, the United States proposed: — ' (1) That the manufa-cture of atom boiii bs sliould cease. (2) That existing bombs sliould be tlisposed of pursuant to the ternts of Ihe treaty. (5) That tlie United Nations authority should be piaeed in possession of I u 1 1 inforniation eoneeming the production of atomie energy.
TJni'ra offieials have sent a cable message to Wasliington warning tliat a widespttead droug-ht was cansing grave concern icgarding Poland's crop prospects. Early rain was required to prevent a disastronsly low yield. Many lields of winter grains were prenlaturely ripening. -
