U.uder present regulations these vessels were not subject lo survcy and it would be ainiost inipossible to have every uint in New Zealand inspeeted auiiuallv or irregularly, Ihil it was hoped that regulations would lie gazetted requiring uwners to comply with ceiiaiir couditions before going to sea. It was a'lso hoped a position would be ereate'd iu the Departiueut for a responsi'b'ie Ofticer to o'rgan ise a rescue seiyice, including the educatiou of owners of. small craft into their part of responsibility.
