Geueral Galaktiouov, the military editor of the Pravda, told the Atnerican Society of Newspapei1 Lditors that the Russian people wauted a stroug Red Ariuy, but only to the extent necessary to defend their borders. Hc said that the Soviet seven times before the last war proposed general disannameut. Russia maintained a large arniy because there were mauy couutries antagoiiistic to the Soviet. General Galaktiouov said Russia would like to transfer soldiers to industrv and agriculture because tliey were badly needed.
