Delegates to tne coiiference of United Nations received word from dipiomats in Teheran that Russia and Persia had not yet reacned final agreement, says the Associated Press. The delegates pointed out that this prompted xsntain and Amenca's liisisteiice at yesterday 's me-eting that Persia snould be heard immediately. It is understood that the negotiations between Russia and Persia are well advanced for settlement, but there are indications that Moscow's proposals may not ba entirely acceptable to tne x-ersians, who are reported to have drawn up counter-proposals. The New Yorx Times' correspondent Janies Reston says that Mr. Gromyxo's stai,einenc at yesteraays meeting did not constitute a threat to leave UNO. It was not a challenge to UNO to take jurisdiction, but.it was in eifect a deinand for veto power, even on procedural questions. It presented UNO with a morai probiem equal to if not gxeater than the politicai probiem. It is generally agreed, Reston adds, that the issue is clear. It is not primariiy a Persian case; it is the issue Whether any one member of UNO is to have the right to keep the organisation from functioning under the Charter, for UNO cannot function prop-erly wirnout Russia. The Charter specnies chat questions of suhstance m the oecurity Council must be determined by seven of the 11 members, including the concurring votes of the permanent members.
