MANCHURIAN EVACUATION
RUSSIA FIXES DATE Received Sunday, 9.20 p.m. CHUN GKlN O, March 24. The Foreign Minister (Mr. Wang Shih-chieh) told the People' s Political Couneil that Russia had sent a Note to China promising the withdrawal of all j Soviet f-orces from Manchuria not latei i than April 30. A Moscow radio commentator, Mik- j hailov, said the delay in withdrawai ' was due to a request by the Chinese a-uthorities, who were unable to take over immediately in the northeastern provinces. The bitter winter had also delayed the evacuation. ]
