The memorandum calls for the transfer of Palestine to the trusteeship ot United Nations, the head of the State being nomiiiated by a Palestine Legis lature and appointed by Unitei Nations. The regional trusteeshiji should be composed of represeutatives of the administering authority, the Jewish Ageucy, and the Arab League. "The administering authortiy could doubtless l>e Britain, reprosenting tlie Christian World," said the memora'aduni.
